Under the Law, the Victory Banner is a symbol of victory of the Soviet people and their army and navy over the Nazi Germany in the Great Patriotic War. The Law extends basic forms of commemorating the Victory and the deed of the nation-winner by the official use of copies of the Victory Banner during the festivities on the Victory Day.
